The Chairman of the Investigative Committee of Russia holds a brief video conferencing meeting

Mr. Alexander Ivanovich Bastrykin, Chairman of the Investigative Committee of Russia, held a brief video conferencing meeting. The meeting was attended by Mr. E.V. Kaburneev, First Deputy Chairman of the Investigative Committee of Russia, Vice-Chairmen of the Investigative Committee of Russia, Heads of units of the Main Directorate, regional investigative bodies and departmental educational institutions.

At the meeting, the results of the work done by the territorial investigative bodies for the first half of 2022 were summed up. Within this period, 48,000 criminal cases against 51,500 defendants were submitted to court. The work was actively carried out to uncover the acts of corruption (more than 5 thousand criminal cases were brought for trial), the attacks on juveniles (6.5 thousand criminal cases were sent to court). Efforts were stepped up to counter the organized forms of crime: about two thousand crimes committed in groups and criminal communities were investigated. Mr. A.I. Bastrykin noted that the quality of the investigation has improved: less than one percent of criminal cases were received back for revision. The management measures taken had a positive impact on the timing required for the verification of reports on crimes and crime investigations. In the period of up to two months, 67% of cases were finalized. Besides, the meeting touched upon the issue related to compensation for damages from crimes to victims and the state: within the investigation, damages were compensated in the amount of more than 224 billion rubles, which is more than six times higher than last year. The property of suspects and defendants worth 90 billion rubles was arrested. The Chairman of the Investigative Committee of Russia positively characterized the results of the work of the Investigation Directorates in the Karachay-Cherkess, Udmurt, Chuvash Republics, Tulskaya and Ulyanovskaya oblasts. The Head of the Department instructed the Heads of Directorates to make a detailed analysis of the work organization in various directions, to adopt a set of measures for investigative activities improvement, to pay special attention to the protection of the rights and legitimate interests of socially unprotected groups of citizens (juveniles, including orphans, the elderly and the disabled).

At the same time, a number of shortcomings were noted in the work of territorial divisions in the republics of Kalmykia and Komi, as well as in Smolenskaya and Ryazanskaya oblasts. The Head of the Investigative Committee of Russia instructed the Main Investigative Directorate to conduct comprehensive inspections in the mentioned regions.

In addition, Mr A.I. Bastrykin listened to the reports of the Heads of the Investigative Bodies of the Russian Investigative Committee on a number of high-profile incidents. So, Ms. M.G. Parastaeva, acting Head of the Main Investigative Directorate of the Investigative Committee of Russia for St. Petersburg, reported on the progress of the investigation of the criminal case launched in accordance with Part 2, Article 159 of the Criminal Code of the Russian Federation (fraud), in connection with a appeal to the Head of the Investigative Committee of Russia by residents of one of the Residential Housing Block in the Moskovsky raion, St. Petersburg. Citizens reported violations of their rights by the Housing Cooperative. Mr. A.I. Bastrykin instructed to arrange an investigative-operational group consisting of officers specializing in the disclosure and investigation of crimes in the field of construction and the economy.

Mr. V.V. Chvanov, First Deputy Head of the Main Investigative Directorate of the Investigative Committee of Russia for the Moscow Region, reported on the inspection carried out on the complaint of the residents of the Reutov city, who were outraged by the intention of the construction company to start building a mall opposite to their residential buildings. Mr. A.I. Bastrykin instructed to launch a criminal case and identify all the circumstances.

Then the Head of the Investigative Committee of Russia heard Mr. E.V. Shapovalov, Head of the Investigative Directorate of the Investigative Committee of Russia for Lipetskaya Oblast, on the progress of the investigation of a criminal case (part 1 of article 293 of the Criminal Code of the Russian Federation - negligence) launched on the violation of the rights of citizens with disabilities. The patients of the Vvedensky Geriatric Center recorded a video message to the Investigating Authorities of the Russian Investigative Committee asking for help. They complain about problems with nutrition, medical and social services. According to them, they are deprived of money and the right to leave the institution too.

Mr. V.V. Fomin, Head of the Investigative Directorate of the Russian Investigative Committee for Primorskiy krai, reported on the progress of the investigation of the criminal case on the mass poisoning of children in the Yunost summer camp (Part 1, Article 238 of the Criminal Code of the Russian Federation - the provision of services that do not meet safety requirements). It was identified that there were violations of sanitary and epidemiological standards in this summer camp, at the moment the institution is closed

Mr. A.I. Bastrykin gave a number of instructions on all the situations he had listened to, and he also gave the orders to prompt submission of progress reports related to the investigations of crimes, which are a subject to control in the Main Directorate.
