The Chairman of the Investigative Committee of Russia holds a brief video conference meeting

Mr. Alexander Ivanovich Bastrykin, Chairman of the Investigative Committee, held a brief meeting through videoconference. The meeting was attended by the First Deputy and Deputy Chairmen of the Investigative Committee of Russia, Heads of Units of the Main Investigative Directorate, Regional Investigative Bodies, and Departmental Educational Institutions.

During the meeting the response of the investigating authorities to the problem of inadequate medical care was discussed. The Head of the Department expressed his gratitude to the medical community, which is fulfilling its civil and medical duty, noting the importance and significance of this profession.

The issue of the quality of medical care remains relevant. Thus, this year, the Investigating Authorities submitted 117 criminal cases to court against 133 unscrupulous specialists in this field. At the same time, submissions were made to the Health Authorities on the elimination of the circumstances that contributed to the commission of crimes, as a result of which 231 Healthcare Employees were brought to disciplinary responsibility.

During the meeting, Mr. Alexander Ivanovich Bastrykin heard reports from Major General of Justice Andrey Konstantinovich Maslov, Head of the Investigative Directorate of the Russian Investigative Committee for Krasnodar Krai, Major General of Justice Vasily Ivanovich Semenov, Head of the Investigative Directorate of the Russian Investigative Committee for Volgograd Oblast, Major General of Justice Stanislav Aleksandrovich Zakharov, Head of the InvestigativeDirectorate of the Russian Investigative Committee for Belgorod Oblast, and Major General of Justice Andrey Alexandrovich Strizhov, Head of the Main Investigative Directorate of the Investigative Committee of Russia for Moscow. There has been a widespread increase in the number of incoming applications from citizens on issues of poor-quality medical care in these regions, while the number of criminal cases submitted to court remains extremely small.

Having voiced the criticism of the work of the Officers of the Investigative Departments, Mr. A.I. Bastrykin emphasized that the shortcomings of the mentioned leaders and their subordinates in this regards are largely happen due to the improper execution of the instructions of the Head of the Department in terms of algorithm for appointing and conducting forensic medical examinations in this category of criminal cases.

Taking into account the relevance and acute social significance of the problem under consideration, the Heads of the Territorial Investigative Directorates are oriented by the Chairman of the Investigative Committee of Russia to involve the most experienced investigators in this area of ​​procedural activity, to ensure the validity of the procedural decisions made, the quality and reasonable time of the investigation, constantly monitor the situation with violations in the healthcare sector, build effective feedback from the population, organization of thematic personal receptions. Also Mr. A.I. Bastrykin instructed Mr. A.A. Bessonov, Acting Rector of the Moscow Academy of the Investigative Committee, to work out the issues of providing methodological assistance to investigators of the Main Investigative Directorate of the Investigative Committee of Russia for Moscow in criminal cases of the analyzed category, noting the importance of integrating the results of scientific activity into the practical sphere.

During the meeting, the Chairman of the Investigative Committee of Russia listened to reports of his subordinates on incidents in a number of regions that had a resonance in the media, as well as in connection with citizens' appeals addressed to him. Among them there is an accident in St. Petersburg involving a taxi driver illegally staying on the territory of the Russian Federation and a pedestrian. In addition, the subject of discussion was the results of an inspection on the fact that a child was injured at a school in the Republic of Bashkortostan. Also, the Chairman of the Investigative Committee of Russia was informed about the circumstances of the criminal case under investigation on the fact of the use of violence by a man against a juvenile in Yaroslavl.

Following the meeting, Mr. A.I. Bastrykin gave a number of specific instructions and set the deadlines for their implementation.
