The Chairman of the Russian Investigative Committee speaks at the plenary session of the International Academic Congress

Mr. Alexander Ivanovich Bastrykin, Chairman of the Investigative Committee of the Russian Federation, spoke at the plenary session of the International Academic Congress "Criminal Law in the Era of Global Change".

These days the event takes place at the site of the Institute of State and Law of the Russian Academy of Sciences. The meeting was also attended by Mr. V.V. Fedorov, Deputy Minister of Justice of the Russian Federation, Mr. O.A. Danshin, Deputy Head of the Investigative Department of the Ministry of Internal Affairs of the Russian Federation, Mr. A.A. Bessonov, Acting Rector of the Moscow Academy of the Investigative Committee of Russia, Doctor of Law Kh.D. Alikperov.

The Organizing Committee of the conference is headed by Mr. A.N. Savenkov, Director of the Institute of State and Law of the Russian Academy of Sciences, Corresponding Member of the Russian Academy of Sciences, Doctor of Law.

The plenary session was devoted to the publication of a new 10-volume study-book "The Comprehensive Study of Criminal Law".

In his speech, the Head of the Russian Investigative Committee highly appreciated the fundamental work, which deals with important issues related to crime and punishment, morality and decency in criminal law, criminal policy and criminal liability of legal entities. He emphasized the importance of the fact that the textbook was published at the Institute of State and Law of the Russian Academy of Sciences, since traditions and a good school of criminal law were formed within its walls. At the same time, the Head of the Department noted the need to supplement its content with a number of chapters on topical contemporary problems in the second edition.

In particular, Mr. A.I. Bastrykin proposed to prepare a special chapter on the development of criminal law in the context of the work of the Investigative Committee for the qualification of crimes committed by the Kiev Nazi regime. The Department has been investigating such type of crime since 2014, and sufficient experience has already been accumulated. Also Mr. A.I. Bastrykin noted that it is necessary to consider the issues of interaction between criminal and international law in order to bring to justice those involved in the commission of the above mentioned crimes, as well as issues of the transition period until 2026 in relation to the field of criminal law. On the basis of the above, it is necessary to work out and submit proposals of a legislative nature to the relevant State Authorities.

He recalled that the Вepartment was entrusted with the authority to form a criminal policy in the exercise of its functions in criminal proceedings in accordance with the Federal Law "On the Investigative Committee of the Russian Federation."

In addition, Mr. A.I. Bastrykin added that it was necessary to prepare a chapter on the role of Russian literature in shaping the modern domestic philosophy of Russian criminal law. At the same time, the postulates of protecting the Russian idea and the Russian world should be laid as the basis, based on the philosophy of such great Russian writers as F.M. Dostoevsky and L.N. Tolstoy.

At the end of his speech, the Chairman of the Investigative Committee of Russia noted that it is necessary to ensure that the criminal law course is presented in an understandable form to students and it must contribute to the patriotic education of the younger generation.
