Chairman of the Investigative Committee of the Russian Federation, Alexander Ivanovich Bastrykin, held an operational meeting via video conference on the law enforcement practice of implementing the mechanism for exempting individuals from criminal liability who signed a contract for military service in the Armed Forces of the Russian Federation during the special military operation. The event was attended by the First Deputy and Deputy Chairmen of the Investigative Committee of Russia, heads of the central apparatus, and regional investigative bodies of the department.
The heads of the investigative bodies reported to the head of the department on their interaction with the divisions of the Ministry of Defense of Russia and territorial military commissariats. Additionally, data were presented on the methodology of informing suspects and accused persons about the possibility of voluntarily joining the ranks of the Russian Armed Forces. It is explained to the defendants that, according to the law, if they sign contracts with the Ministry of Defense of Russia, criminal prosecution is suspended for the duration of their military service, and subsequently, under certain conditions, may be terminated. They are also informed about the procedure for acquiring rights to benefits for participants in the special military operation and their family members. It was noted that those who decide to join the ranks of the Armed Forces of Russia are guided not only by the desire to avoid punishment but also by the desire to be useful to their homeland.
After hearing the reports, the Chairman of the Investigative Committee of Russia instructed to analyze the practice of applying the legislation in this area and emphasized: "We need to approach this work very carefully, taking into account each specific situation individually." Following the meeting, he gave a number of instructions, setting deadlines for their execution.
