The Chairman of the Investigative Committee of Russia held a personal reception on the issue of major repairs of a number of educational institutions in the Orenburg and Novosibirsk regions

Chairman of the Investigative Committee of the Russian Federation, Alexander Ivanovich Bastrykin, held a video conference with citizens. The First Deputy Chairman of the Investigative Committee of Russia, E.V. Kaburneev, and the heads of departments of the central apparatus of the agency also participated in the conference.

An initiative group of parents from School No. 65 in Orenburg appealed to the Chairman. The applicants noted that they had long been appealing to various departments, including the Orenburg city administration and the Orenburg region's Ministry of Education, requesting to allocate funds and carry out major repairs for the school. Despite the fact that classes have been temporarily suspended since March 1, 2024, and students have been transferred to other city institutions, repair work has not begun.

Head of the Investigative Committee of Russia for the Orenburg Region, V.D. Zuderman, reported on the initiation of a criminal case under Part 1 of Article 238 of the Criminal Code of the RF (providing services that do not meet safety requirements) and the progress of the investigation. The Chairman criticized the territorial division's work for delays and untimely decisions. He appointed an internal investigation and ordered the dismissal of the head of the investigative department for the Southern Administrative District of Orenburg, who initially refused to open a criminal case based on citizens' complaints. Additionally, parents also expressed concerns about previous roof collapses at two schools in the Orenburg region. A.I. Bastrykin received a report on the progress of the criminal case investigation (Article 293 of the Criminal Code of the RF - negligence) and gave several specific instructions, including the prompt dispatch of experts from the Forensic Expert Center of the Investigative Committee of Russia to conduct an examination. The Chairman demanded to see a report on the measures taken and the overall situation related to the current state of educational institutions in the region.

Residents of the Novosibirsk region, members of the parent committees of School No. 26 in the city of Ob and School No. 6 in the Stanitsionny Village Council, appealed to the Chairman with a similar problem. They reported that during the repairs, teachers and students were distributed among other educational institutions, which are overcrowded. At the same time, the repair work is being delayed, and their appeals to the regional administration have not yielded results. People are concerned that the repairs will not be completed by the new school year.

A.I. Bastrykin listened to the report of the head of the Investigative Committee of Russia for the Novosibirsk region, E.G. Dolgalev, noting the untimely decisions and lack of understanding of the situation. He pointed out the unsatisfactory work of subordinates in interacting with the public through electronic communication channels. The Chairman instructed to analyze similar cases in the region, create an investigative-operational group, and present him with a work plan. An internal investigation has been ordered into the negative information received during a personal meeting with the Investigative Department of the Investigative Committee of Russia for the Novosibirsk Region.

In addition, the Chairman of the Investigative Committee of Russia listened to the applicants’ arguments on other problematic issues in the region. Thus, people expressed concern about the condition of some monuments to heroes of the Great Patriotic War, for which the head of the department also gave several instructions.

During the reception, A.I. Bastrykin once again emphasized the importance of establishing constructive dialogue with people through social networks and phone lines. He instructed subordinates to conduct personal receptions with citizens more often, analyze all incoming appeals, and when monitoring social problems that require criminal procedural measures, to avoid delays.

The execution of all instructions has been placed under the personal control of the Chairman of the Investigative Committee of Russia.
