On 18 February 2016, one of Internet websites of the city of Yekaterinburg published a report on use of violence against a convict of penal colony No 2 located in Yekaterinburg. The Sverdlovsk Region authorities of the Investigative Committee have initiated criminal proceedings in crimes under Part 2, item “f” of Article 117 of the RF Penal Code (torture committed by a group of people in collusion) and Part 1 of Article 286 (abuse of authority) in order to find out and check in most carefully all the details of the incident published in the media.

During the investigation, a set of necessary investigative operations will be conducted to check the information published by the media. Legal qualification will be given to the actions of those who participated in the torture, but of the officials whose negligence let that happen. The investigation is ongoing.
