Probe finished against former policemen and their accomplices charged with stealing flats owned by Moscow

The Moscow Directorate of the Investigative Committee has finished the investigation against three former officers of metropolitan police and their 5 accomplices who are not state officials. Depending on the role of each one, they are charged with crimes under Part 4 of Article 159 of the RF Penal Code (fraud on a very large scale), Parts 1, 2 and 3 of Article 210 (organization of a criminal community using official position and membership in it), Part 6 of Article 290 (bribery on a very large scale) and Part 3 of Article 303 (forgery of evidence used in a criminal investigation into a felony).

According to investigators, a criminal community led by former senior major investigator of the 1st department of the Investigations Directorate of the Moscow Directorate of the Interior Ministry Anzhela Amzina was set up in 2011 to commit several major crimes. The community included investigators of the same department Sergei Kavun and Yevgeny Primakov, and non-police officers Ilya Chizhanov, Sergei Korolyov and Dmitry Dvoinykh. Heads of divisions of the community were Anton Bordovsky and Yuri Zhovtyak. They misappropriated flats owned by the city of Moscow and meant to be provided to the citizens who had suffered from the actions of dishonest builder ZAO Energostroikomplekt-M.

By deceiving citizens and officials of Moscow executive authorities and abusing their trust, the accomplices had their straw men recognized as injured parties. After that those people got flats provided them for free by Moscow administration, while the members of the community got the right to manage the flats.

The investigators have revealed that the accomplices stole 44 flats in Moscow worth at least 199 million rubles.

At present the accused and their lawyers have started to read the case files in accordance with Article 217 of the RF Criminal Procedure Code, after they have finished it will be sent for the indictment to be approved and later will be referred to court. One of the accused is wanted.
