The Chairman of the Investigative Committee of Russia sent proposals to the State Duma to combat crime in the field of migration and improve migration policy

In accordance with the instructions of the Chairman of the Investigative Committee of Russia, the central office of the department has compiled and sent proposals to the State Duma of the Russian Federation on combating crime in the field of migration and improving migration policy.

The Investigative Committee proposes stricter regulations for revoking citizenship of naturalized citizens. In addition to the existing grounds for revoking acquired citizenship, it is proposed to add the fact of preparation, attempted, or actual commission of any intentional serious or especially serious crime as a basis.

Moreover, given the deliberate disregard for legal requirements by foreigners illegally residing in Russia, it is proposed to establish the commission of a crime by a person illegally present on the territory of the Russian Federation as an aggravating circumstance.

A whole range of other measures is also proposed to ensure more precise control over foreigners entering and leaving the country. These measures include the introduction of biometric procedures, fingerprinting, genomic registration, digital tracking of workplace and residence for all incoming citizens, and a ban on mass registration in "elastic apartments" (places where many people are registered but do not actually live).

For those acquiring Russian citizenship, it is important to synchronize the procedure for obtaining a Russian passport with simultaneous registration for military service.

At the same time, there are proposals that include obligations for employers who hire foreign citizens.
