Criminal proceeding launched in Yaroslavl Region over forgery of official document by unknown employees of Yaroslavl mayor’s office

The Yaroslavl Region investigating bodies of the Russia’s Investigative Committee have launched a criminal investigation into forgery of an official document by unknown employees of Yaroslavl mayor’s office containing signs of a crime under part 1 of article 327 of the RF Criminal Code (forgery of a document).

According to investigators, on 13 July 2013, issue 56 of Gorodskiye Novosti newspaper published a resolution of Yaroslavl mayor’s office No 1577 “On implementation of powers of Yaroslavl mayor” dated by 12 July 2013 and passed on behalf of Yevgeny Urlashov, who was placed into custody by a decision of Leninsky district court. In accordance with the said resolution his deputy Oleg Vinogradov implements powers of mayor, as a head of the mayor’s office, in case the mayor is unable to perform his duties and in case the mayor’s office expires early. The order of preparing draft bills of mayor’s office and officials of the local government was determined in accordance with the regulations of Yaroslavl mayor’s office. One of the paragraphs of the regulations provides for a successive list of officials of the mayor’s office, with whom bills to be reconciled. The resolution “On implementation of powers of Yaroslavl mayor” dated 12 July 2013 and passed by Yevgeny Urlashov is not listed in the registration book, the office for managing the affairs of the mayor’s office did not register the document and did not give it a number, and it was not reconciled with the officials in accordance with the said list.

This means that while Urlashov was in detention, the unknown officials of the mayor’s office forged the official document, which basically dismisses Alexander Nechayev from performing the duties of Yaroslavl mayor.

At present investigating operations are underway to find all the circumstances of the crime and persons involved. Investigation is ongoing.
