The Novgorod Region investigating bodies of the Russia’s Investigative Committee have started a criminal investigation against former head of municipality of Staraya Russa Vladimir Mamasuyev. He is suspected of a crime under part 2 of article 286 of the RF Criminal Code (exceeding official powers committed by a head of the body of local government).

According to investigators, in October 2011 the suspect was an official and concluded with OOO Stroyinvest (LLC) 24 municipal contracts on participation in a share building of a block of flats worth in total more than 24.5 million rubles to move people from ramshackle houses. In the period between June and October 2012 over 13.5 million rubles were transferred to the contractor under written orders of Mamasuyev without any documents on the readiness of the house. This way the actions of the suspect, who in May 2013 resigned early from his position of the municipality head, caused material loss to the budget of Novgorod Region. At present the building is finished, but the house ready only on 36%.

Investigating operations are underway to find all the circumstances of the crime. Investigation is ongoing.
