Custodial restraint extended for two persons under investigation into crimes in area of housing and communal services and electric power complex of Murmansk Region

Murmansk Region investigating bodies of the Russia’s Investigative Committee continue investigating a criminal case against Gennady Shubin, former advisor of Murmansk Region ex-governor, and Alexander Khazov. Shubin is charged with three crimes under part 4 of article 160 of the RF Criminal Code (embezzlement), two crimes under part 4 of article 159 (swindling), once crime under paragraph “a”, part 2 of article 174.1 (money laundering). Khazov is charged with a crime under article 159 (swindling), part 4 of article 160 (embezzlement) and article 174.1 (money laundering).

According to investigators, in the period between 18 February 2009 and 31 December 2012, Gennady Shubin, being CEO, member of the board of directors and actual owner of Kolenergosbyt (OJSC), acting with mercenary interest and together with Khazov and unknown persons embezzled the funds of resource supplying companies OAO TKG-1 (OJSC), OAO Inter-Regional Power Distributive Company of Northwest (OJSC), OAO OGK-2 (OJSC), OAO RusGidro (OJSC), OAO Inter RAO YES (OJSC), OOO Lukoil – Rostovenergo (LLC), OAO Generating Company (OJSC) transferred to the accounts of OAO Kolenergosbyt from the buyers of the power worth 300 million rubles.

Between 1 January 2008 and 1 January 2013 Shubin and Khazov by deceit and abuse of trust stole at least 430 million rubles from AOA Sbervank of Russia (OJSC).

In addition, Shubin between 2 June and 3 September 2008 by deceit and abuse of trust stole property from OAO Teplovodosnabzhenie over 600 million rubles worth of shares belonging to Teplovodosnabzhenie.

Investigator has requested a court to extend the custodial term for Shubin and Khazov for another two months. The court satisfied the request and extended the previously imposed custodial restraint to 12 October 2013.

Investigating and search operations are underway to gather and consolidate evidence. Investigation is ongoing.
