Investigation against former first deputy minister of youth policy, sports and tourism and his accomplice finished in Saratov Region

The Saratov Region investigating bodies of the Russia’s Investigative Committee have finished investigating a criminal case against former first deputy minister of youth policy, sports and tourism of Saratov Region Dmitry Kozlachkov and his accomplice Vladislav Bolshakov charged with a crime under part 3 of article 30, part 4 of article 159 of the RF Criminal Code (attempted swindling on an especially large scale).

According to investigators, in September 2012, the Saratov Region Ministry of Education concluded with a commercial organization an over 29 million rubles state contract on supplying of sports gear for schools. In December the same year Kozlachkov learned that the Ministry of Education had not executed the contract. Not having any powers Kozlachkov promised a businessman through an acquaintance of his to assist in execution of the contract by the Ministry of Education. The official’s accomplice Vladislav Bolshakov, who as a head of a department in one of unitary enterprises in the city of Volgograd, assured the businessman that Kozlachkov would assist in making the Ministry to execute the contract if he rebated 15% of the contract. Late in December Bolshakov received from the businessman an advanced payment of 500 thousand rubles, from which 100 thousand he gave to Kozlachkov. On 9 January Bolshakov under control of operative officers of Saratov Region Office of the Federal Security Service received the next tranche of 2.5 million rubles, after which he was apprehended. The next day during a special operation Bolshakov passed on 1.5 million rubles to Kozlachkov as his fee, after which the latter was held by officers of regional investigations directorate and Federal Security Service. In total the accused were going to make the businessman to pay them 4.5 million rubles.

Investigators have gathered enough evidence and accordingly the case with the approved indictment has been forwarded to court to be tried on the merits.
