Officials of Leningrad Region Road Agency in Saint-Petersburg suspected of abuse of power

The Northwestern Federal District Investigations Directorate of the Russia’s Investigative Committee carries on investigating a criminal case over stealing of over 11 million rubles during reconstruction of the road Zelenogorsk-Primorsk-Vyborg in Vyborgsky district, Leningrad Region opened in signs of a crime under part 1 of article 159 of the RF Criminal Code (swindling).

According to investigators, a 36-year-old citizen of the town of Birobidzhan , Jewish Autonomous Region Pavel Shabliya, who was the CEO of OOO DorStroyKompleks (LLC), by deceit stole over 11 million rubles when his firm was executing a state contract on reconstruction of the road Zelenogorsk-Primorsk-Vyborg at the section Saint-Petersburg – Ozerki in Vyborgsky district, Leningrad Region.

In addition, the investigating and search operations have revealed a new crime. As a result, the criminal case against a 52-year-old director of the Main Office of Leningrad Region Road Agency Anatoly Puzhlivy has been severed into a separate law suit. He is suspected of a crime under part 3 of article 285 of the RF Criminal Code (abuse of official powers involving grave consequences).

According to investigators, Puzhlivy, when being the director of the Main Office of Leningrad Region Road Agency concluded a state contract with OOO DorStroyKompleks on reconstruction of the road Zelenogorsk-Primorsk-Vyborg at the section Saint-Petersburg – Ozerki worth over 1 billion rubles. On 17 December 2007, Puzhlivy and Shabliya made an additional agreement to the said state contract which provided a general limit of financing in 2007 of over 196 million rubles. Moreover, Puzhlivy, knowing for sure that the works under the state contract had not been executed in full, ordered to pay for not executed work as well, which included fixing double glazing units. The loss of the Leningrad Region budget is estimated at over 11 million rubles.
