In Kurgan Region criminal case opened after mass media published about negligence of officials violating rights of orphans

On 17 October 2014, one of news agencies published an article stating that it was impossible to live in a building in the town of Shumikha built two years ago for orphans by construction company OOO Novy gorod due to its technical condition. The Kurgan Region investigating bodies of the Russia’s Investigative Committee have launched a criminal investigation into a crime under part 1 of article 293 of the RF Penal Code (negligence).

According to investigators, the technical condition of the house is due to omission of officials of local authorities, who had not ensured that there were agreements signed with facility managers on removing sewage waters from the detritus tank. Because the sewer system of the building was not managed, in spring 2014it got clogged, which led to destruction of communications and flooding of the flats on the first floor.

In addition, senior officials of local authorities have been informed about the situation and necessity to restore the rights of orphans as soon as possible including providing them with temporary housing.

The investigation is ongoing.
