In Omsk investigation finished against local man accused of several crimes

Omsk Region investigating bodies of the Russia’s Investigative Committee have finished investigating a criminal case against a 34-year-old local man who committed crimes under article 317 of the RF Penal Code (attempt on the life of a law enforcement official to prevent them from protection of order and ensuring public security) and part 3 of article 30, paragraphs “a” and “f” of part 2 of article 105 (attempted murder of two or more people by a generally dangerous way).

According to investigators, on 26 February 2015, in the daytime, a resident of No 19, Maryanovskaya in the city of Omsk shot from the balcony of his flat on the 3rd floor from TOZ-34 12 caliber shot gun into the head of a 56-year-old man, he barely knew, who worked as a plumber, into the head of his 61-year-old neighbor and his 56-year-old wife, he had had a conflict with, and into the head of a 44-year-old officer of non-departmental security forces who attended the call and was wearing a uniform. The man holds a degree in law. His hobby was hunting so he knew how to shoot well. As a result of shooting the victims suffered multiple wounds of head, face, neck, shoulder and eyes dangerous for their lives and health, but their lives were saved.

The police forces neutralized the shooter. When detained the man claimed that he was innocent, that he had been sleeping and had not shot at anybody. However, the investigators confiscated from the scene evidence that were then processed and subject to a chemical, DNA, biological, ballistics and other forensic inquiries and proved that he had been involved in the crime. The man underwent a psychological test which showed that he was insane at the moment of the crime and is still due to mental disease.

The criminal case has been forwarded to court to subject the accused to compulsory medical measures.
