Probe launched in Altai Territory in negligence of Fakel children’s camp officials involving disappearance of teenager

The Altai Territory investigating bodies of the Russia’s Investigative Committee have opened a criminal investigation into a crime under part 1 of article 293 of the RF Penal Code (negligence) after officials of the Fakel Children’s Health Camp neglected their duty and let 14-year-old Danil Chentsov to disappear.

According to investigators, in the afternoon of 20 August 2015, Danil Chentsov, who was on holiday at the Fakel Children’s Health Camp in the village of Fominskoye of the town of Biysk, ran a cross-country race not fat from the facility but did not return to the camp. The teenager’s whereabouts are still not known. The staff of the camp violated the requirements of their job instruction, Recommendations on prevention of children’s injuries and accidents involving children in pioneer, sports and health, labor and holiday camps and demonstrated their inattentiveness and negligence when had held a sports training outside the camp’s premises and failed to present along the whole way the children ran. As a result, the fact that Chentsov was missing was found much later.

The investigators will have to qualify actions of the camp’s staff whose dereliction of duty entailed disappearance of the teenager. The investigation is ongoing.

In addition, the criminal case in a crime under part 1 of article 105 of the RF Penal Code (murder) related to disappearance of Chentsov is also ongoing.

At present a set of investigative operations are underway to find out all the circumstances of the crime and necessary forensic inquiries are being run. The investigators are considering all possible versions of the disappearance including criminal ones, and those not related to crimes. The search operations are still ongoing.

Both investigations are under special control of the senior officials of the Altai Territory Investigations Directorate.
