Probe launched in seaplane crash in Buryatia

The East Siberian Transport Investigations Directorate of the Russia’s Investigative Committee have opened a criminal investigation into a crime under part 1 of article 263 of the RF Penal Code (violation of rules for traffic and operation of air transport involving grievous bodily harm by negligence) after the crash of a seaplane in the Selenga river.

According to investigators, on 12 September 2015, about 11:20 AM, local time, a seaplane piloted by its owner, a 28-year-old resident of the city of Irkutsk, went down in the Selenga river in Kabansk District, Buryatia. There was 1 passenger aboard, a 30-year-old local resident.

Both the pilot and the passenger were injured in the crash. The preliminary medical examination showed closed brain injuries, a compression back fracture, broken ribs, multiple cuts and bruises. Both men were taken to the republican medical center.

The investigators have revealed that no state flight control authorities had been notified about the seaplane’s flight.

At the present time, investigative operations are underway to find out all the circumstances of the incident. An investigative group is working at the scene.

The investigators are considering technical failure and pilot’s error as preliminary reasons for the crash.

The investigation is ongoing.
