Probe launched against ship captain in Irkutsk Region over unsafe transportation services

The East Siberian Transport Investigations Directorate of the Russia’s Investigative Committee has opened a criminal investigation against a 76-year-old resident of the city of Irkutsk suspected of a crime under part 1 of article 238 of the RF Penal Code (providing unsafe services).

According to investigators, on 6 August 2015, at daytime, the suspect transported 19 passengers onboard the Oltrek ship over Lake Baikal in Olkhonsky District, Irkutsk Region. This way, according to the conclusion of a forensic technical inquiry, the Oltrek did not have a RR-1.7 certificate issued for passenger and cruise ships used to transport people under passenger transportation agreements, there were no railings on the decks and guard railings did not comply with the rules of internal voyages. In addition, the suspect transported passengers exceeding the maximum capacity of the ship. The crime was revealed by East Siberian Transpiration Office of the Russian Ministry of the Interior.

At present investigative and search operations are underway to find out all the circumstances of the crime. The investigation is ongoing.
