Probe launched in Crimea against director of Koktebel Center of Gliding suspected of unsafe services entailing death of 4 in plane crash

The investigating bodies of the Crimea Main Investigations Directorate of the Russia’s Investigative Committee have opened a criminal investigation against director of the Koktebel Gliding Center. He is suspected of a crime under part 3 of article 238 of the RF Penal Code (providing unsafe services entailing death of two or more people).

According to investigators, between February and November 2015, the suspect violated Federal Law “On Protection of Consumer Rights” and provided transportation services that did not meet safety requirements. On 4 November 2015, a pilot and three passengers aboard a private plane that had taken off without permission died in a plane crash near the village of Otvazhnoye, Kirovskoye District.

The suspect has been detained. Investigators are looking in all circumstances of the crash.

In addition, the investigating bodies of the Crimea Main Investigations Directorate launched another investigation in the plane crash earlier over a crime under part 3 of article 263 of the RF Penal Code (violation of safety rules for traffic and operation of an aircraft entailing death of two or more people). The investigators have started the reinvestigation of the crash site to check all the details of the crash.

The two criminal cases have been joined to form a single law suit. The investigation is ongoing.
