In Saint Petersburg, criminal investigation launched upon results of pre-investigative probe carried out at instruction of Chairman of the Investigative Committee of Russia into illegal actions against young girl

Earlier it was reported that a pre-investigative probe was being carried out by the Saint Petersburg Investigations Directorate upon the instruction of the Chairman of the Investigative Committee of Russia into illegal actions against a young girl. Upon its results, a criminal investigation has been launched into a 39-year-old local female citizen under Article 156 of the Criminal Code of Russia (failure to discharge duties of bringing up a minor).

According to the investigation, the suspect improperly discharged her duties of bringing up her daughter born in 2018 and her son born in 2007. She abused alcohol, did not take care of the children’s health, physical, psychological, and moral development, the children were deprived of proper and timely nutrition.

On the morning of January 14, 2019, the suspect repeatedly shouted from the window of an apartment located on the 5th floor of a building in Karavaevskaya Street that she was going to throw her daughter out of the window, holding the child on her outstretched arms. Police officers that arrived at the scene upon a report of the witnesses detained the woman and removed the daughter and the son from her.

On the same day, the woman was placed in a psychiatric facility and the children were delivered to a special children’s medical institution. All circumstances of the incident, reasons, and conditions that facilitated the offense will be established during the investigation. The criminal investigation is ongoing.

Apart from that, investigators are carrying out a pre-investigative probe into possible neglect of duty by authorities responsible for monitoring and control over this family.
