The Chairman of the Investigative Committee of Russia holds a personal reception of citizens

Mr. Alexander Ivanovich Bastrykin, Chairman of the Investigative Committee of the Russian Federation, hosted a reception of citizens. The Head of the Investigative Committee of Russia listened to the Applicants from Novosibirsk and Chelyabinsk Oblasts.

The Applicant from Novosibirsk Oblast applied to the Chairman of the Investigative Committee of Russia in connection with the destruction of the memorial dedicated to the memory of the soldiers of the 85th motorized rifle Leningrad-Pavlovsk Red Banner Division, installed on the territory of a military campound, which is currently disbanded, but is located in Oktyabrsky raion of the Novosibirsk city. She noted that her appeals to the relevant authorities did not produce results for the recognition of the monument as an object of cultural heritage. The monument has not been transferred to the assets - balance of any of the organizations, respectively, no one is engaged in its restoration. The division, to which this monument is dedicated, broke through the blockade of Leningrad, participated in the liberation of Leningrad Oblast’s territories occupied by the Nazis.

The Head of the Russian Investigative Committee thanked the social activist for her active citizenship position. "This is such a rare case when people turn to me not on their personal issues, but on the problem of preserving historical memory," said Mr. A.I. Bastrykin. Then he heard the report of Mr. V.B. Zaripov, Acting Head of the Investigative Directorate of the Investigative Committee of Russia for Novosibirsk Oblast, on the progress of the pre-investigation inspection and Mr. Bastrykin A.I. noted the unsatisfactory work of the territorial division. The Head of the Department instructed to launch a criminal investigation immediately and to submit a prompt report and a work plan. The instructions were also given in relation to cooperation with the Main Military Investigative Directorate of the Russian Investigative Committee on the issue of preserving the monument. Mr. K.E. Korpusov was also given relevant instructions.

In addition, Mr. A.I. Bastrykin listened to the report of Mr. V.B. Zaripov on the progress of the criminal investigation launched in connection with the attempts to demolish the stele in honor of the heroes of the Great Patriotic War in Novosibirsk, and he gave a number of specific instructions.

Another Applicant represented the interests of residents of the Khiloksky residential compound of ​​Novosibirsk, who complain about illegal activities at potentially dangerous facilities. Thus, the Levoberezhny solid waste landfill is located in close proximity to their residential buildings. Garbage is brought outside the established administrative boundaries in uncontrolled volumes, which creates a dangerous environmental situation, a threat to the life and health of residents. In addition, wholesale fairs are located in the district, which are operated in gross violation of the norms of the current legislation. On the territory of the Khiloksky residential compound, heavy vehicles operate around the clock, migrants illegally live inside them, violating public order.

Mr. V.B. Zaripov, Acting Head of the Investigative Directorate of the Investigative Committee of Russia for Novosibirsk Oblast, reported on the progress of the criminal investigation launched in connection with the violation of sanitary and epidemiological rules at the mentioned above facilities in accordance with Part 1, Article 238 of the Criminal Code of the Russian Federation (provision of services that do not meet security requirements). However, Mr A.I. Bastrykin noted the unsatisfactory work of his subordinates due to the lack of response to residents' complaints about the illegal actions of migrants and instructed to launch a criminal case to establish the voiced facts, to arrange an Investigative group and to establish interaction with other Law Enforcement Agencies in this regards. It was instructed to submit a prompt report and a work plan.

As a result, Mr. A.I. Bastrykin instructed the Staff Directorate of the Russian Investigative Committee to analyze the work of the Investigative Directorate of the Russian Investigative Committee for Novosibirsk Oblast in order to make personnel decisions. In addition, Mr. Bastykin ordered the applicants to be re-admitted to analyze the interim results of the investigation.

An Initiative Group from Chelyabinsk Oblast turned to the Head of the Russian Investigative Committee in connection with the emergency state of their house. After the collapse of part of the house in April 2022, the settlement administration decided to overhaul it, the legality of which is being verified. At the same time, the Applicants noted the unsatisfactory work of the Investigative units of the Investigative Committee of Russia in Chelyabinsk Oblast in connection with the untimely launching of a criminal case.

Mr. P.G. Reshetnikov, Head of the Investigative Directoratre of the Russian Investigative Committee for Chelyabinsk Oblast, reported on the progress of the criminal investigation launched in accordance with Part 1, Article 293 of the Criminal Code of the Russian Federation (negligence). The Chairman of the Investigative Committee of Russia instructed to conduct an inspection against the Head Investigator of the district unit, who initially refused to launch the criminal proceedings. Personnel decisions will be made upon completion of the inspection. Mr. P.G. Reshetnikov was instructed to take control of the issue on providing the Applicants with housing of adequate quality and to submit a prompt report on the situation. The investigation and other issues are the subject to control of the Investigative Committee of Russia.

Based on the results of the personal reception, the Chairman of the Investigative Committee of Russia gave a number of instructions to the relevant divisions of the Main Directorate of the Department, including the Forensic Expert Center.
