In Arkhangelsk former director of Slavyanka branch and CEO of commercial organization suspected of frauds

Arkhangelsk Garrison Military Investigations Department of the Russian Investigative Committee launched criminal proceedings against former director of the Arkhangelsky branch of OAO Slavyanka (OJSC) Alexey Solominov and CEO of OOO SevProdSnab Roman Semyonov. They are suspected of acrime under part 4 of article 159 of the RF Criminal Code (swindling committed by an organized group on an especially large scale).

According to investigators, Slavyanka concluded with OOO Proks (LLC) a contract on current repair at facilities of the Defense Ministry. Proks in its turn concluded a more than 37-million rubles subcontract with SevProdSnab to execute the abovementioned works at 6 facilities of Defense Ministry in Arkhangelsk Region. In 2012 Slavyanka received reports signed by Solominov and Semyonov stating that SevProdSnab had executed its liabilities under the contract, based on which the whole sum was transferred to a settlement account of the company. However, according to specialists’ assessment, the repairs at four facilities implemented by staff of Arkhangelsky branch of Slavyanka inclusive, were only partly executed and were not even started at other two facilities. The cost of the work done does not exceed 13.8 million rubles. The loss inflicted on the state by these actions is 23.4 million rubles.

With the purpose to find all the circumstances of the crime offices of Slavyanka in Arkhangelsk, Murmansk and Saint-Petersburg and flats of the suspects were searched and documents relevant for the investigation were seized. Investigation is to be continued.
