Criminal proceedings launched in Moscow against commercial deputy CEO of OAO Aeroflot – Russian airlines

Moscow Inter-Regional Transport Investigations Directorate of the Russia’s Investigative Committee has launched a criminal investigation against commercial deputy CEO of OAO Aeroflot – Russian airlines (OJSC) Andrey Kalmykov over signs of a crime under part 1 of article 201 of the RF Criminal Code (abuse of powers).

According to investigators, Kalmykov, working as the commercial deputy CEO of OAO Aeroflot – Russian airlines, to get benefits for the company OOO Sunrise Tour Group (LLC) and OOO Sunrise Tour (LLC) affiliated with his close relatives, gave them clear advantages. On 15 March 2011 with the participation of Kalmykov Aeroflot concluded a contract with Sunrise Tour Group on block transportation, which provided for selling 85,866 seats Moscow-Antalya-Moscow in season Summer-2011. The price for one seat in economy class was 221 US dollars. On 10 March 2011, the similar commercial offer arrived to the address of Aeroflot CEO from the company OOO Tez Tour (LLC) on buying 46,000 seats in economy class in the same route at the price of 320 US dollars per seat.

During the audit by the Chamber of Accounts of the Russian Federation “The check of economic and financial performance of OAO Aeroflot in 2010-2011 and 9 months of 2012” it was found that Sunrise Tour Group at the moment when the contracts with Aeroflot were concluded was owned by OOO Sunrise Asset Management (LLC), founders of which were in equal shares Kalmykov’s wife and mother. Refusal of an offer of Tez Tour to buy block seats at 320 US dollars led to the company did not get the profit of 4 million 583 thousand 700 US dollars or with the average exchange rate – of 131.1 million rubles. According to the conclusions made by the company ZAO EchLBiPAKK-Audit (CJSC) the total damage to the state as the main shareholder of Aeroflot in the said contract is estimated at 78 million 236 thousand rubles.

At present investigators of Moscow Inter-Regional Transport Investigations Directorate are examining and searching the crime scenes in the offices of Aeroflot, Sunrise Tour Group and Sunrise Tour, interrogating witnesses and carrying out other investigating operations to find all the circumstances of the crime.
