Former Director of Tula region Health Department sentenced

The Court recognized the evidence gathered by the Central Federal District Investigations Directorate of the Investigative Committee of the Russian Federation sufficient to convict the former director of the health department of the Tula region Yevgeny Yudin. He was found guilty of an offense under Part 4 of Article 160 of the Criminal Code (misappropriation).

Investigators and the Court found that in 2008, Yudin placed an order for the right to supply «Brilliance CT 64 slice» tomographic scanner with «Philips Medical Systems» accessories at an inflated price, indicating the functional and quality characteristics of a scanner relating exclusively to equipment manufactured by "Philips". Thus, for other business entities that sell the scanners from other manufacturers, the opportunity to participate in the bidding was excluded. Preliminary monitoring of prices of medical equipment had not been conducted.

As a result of placing this order, Yudin signed a state contract with "BIMK Cardio -Volga" for delivery of the above-specified scanner at the price of 89.9 million rubles. According to the expert, the market value of the scanner as of 2008 was no more than 86.5 million rubles. Thus, the actions of Yudin caused damage of more than 3 million rubles to the budget of the Tula region.

The Court sentenced Yudin to three years of imprisonment in a penal colony and a fine of 500 thousand rubles.
