Investigators going to request to arrest Orkhan Zeynalov

Moscow Main Investigations Directorate of the Russia’s Investigative Committee carries on investigating the criminal case against Orkhan Zeynalov, who was detained on 15 October on suspicion of killing Yegor Shcherbakov (part 1of article 105 of the RF penal Code). Along with officers of Moscow Main Office of the Russian Interior Ministry, the Moscow Office of Federal Security Service also took active part in identification of the suspect, finding his whereabouts and in search and investigating operations. The officers of the same FSB office are going in the near future to give other operational files to assist in the investigation.

During the interrogation Zeynalov told about the circumstances of the murder and confessed that it was him, who stabbed Yegor Shcherbakov at night of 10 October 2013 in Vostryakovsky Proyezd, as a result of which the young men then died. The investigators have prepared a request to arrest Zeynalov. But it turned out that Orkhan Zeynalov, who has been living in Russia for over 10 years, has suddenly forgotten Russian language. Now we have supplied him with an interpreter, who presents during all the investigating operations carried out with the suspect. Today there are going to be a number of face-to-face interviews. Moreover, all the procedural documents, including those that are to be forwarded to court to substantiate the arrest, are translated into his native language. I have to say that we often meet such characters. All of them know Russian well enough to live in Russia, to move around the country freely and solve all their personal problems. But as soon as they have to answer for their actions, they suddenly forget the language of the country they have chosen to live in. And even not being citizens of Russia they know the Russian Constitution very well, though only what refers to the human rights. Consideration of the request is scheduled for 17 October.

In 2011 the Nagatinsky Court of Moscow found Zeynalov guilty of a crime under article 264 of the RF Penal Code (violation of highway regulations and operation of means of transport) and sentenced him to 1 year in prison and banned him from driving for another 3 years. As soon as he had been released, Zeynalov was illegally employed as a driver.

Even at this point the investigators have enough evidence and information on the involvement of Zeynalov in the crime and enough expertise and professionalism to turn it into proofs, to be used as the basis for charges and then to be produced in court.
