Mr. Alexander Ivanovich Bastrykin, Head of the Investigative Committee of Russia, took part in a routine meeting of the Interdepartmental Commission of the Security Council of the Russian Federation on the issues of improving the state migration policy. The meeting was held via video-conferencing under the chairmanship of Mr. Dmitry Anatolyevich Medvedev, Deputy Chairman of the Security Council of the Russian Federation. The event was attended by Federal Ministers, Heads of services and departments.
The meeting discussed the most pressing issues of improving migration policy in Russia. The topic of integration into Russian society of the inhabitants of the territories liberated as part of a special military operation was also discussed.
It was noted that within its competence, the Investigative Committee of the Russian Federation carries out activities to combat illegal migration, prevent, detect and investigate crimes committed by foreign citizens and stateless persons, as well as in the migration sphere. Head of the Investigative Committee of Russia, Mr. A.I. Bastrykin, stressed that against the background of an increase in the total number of foreigners arriving in the country, an increase in the number of crimes committed by this category of citizens is also documented, especially in Moscow, Moscow Oblast and St. Petersburrg. In this regard, the Head of the Investigative Committee of Russia proposed to draw the attention of the Heads of these subjects to this issue and analyze the situation in order to take additional preventive measures.
He added that the Department has developed and implemented a system of Departmental statistical reporting on the consideration of reports and the criminal investigations on crimes committed by migrants. This system contributes to the rapid receipt of information.
The Head of the Investigative Committee of Russia drew attention to the fact that when investigating criminal cases, the investigators of the Investigative Committee are still striving to identify the causes and conditions that contributed to the commission of the crime, and to organize appropriate preventive work.
It was noted that the growth of labor migrants criminal activity requires the adoption of effective measures to improve migration policy with the introduction of appropriate changes to the current legislation. The Department has already prepared and submitted a number of proposals.
Mr. A.I. Bastrykin paid special attention to the fact that arriving foreign citizens who have received the citizenship of the Russian Federation, , also acquire duties on an equal basis with all citizens of Russia along with rights, and special attention should be paid on that in the context of a special military operation.
Within the discussion of the integration of residents from the territories liberated within a special military operation into Russian society, it was noted that this issue requires the adoption of broad organizational measures related to their social adaptation, including in terms of the formation of correct life orientations in children and an understanding of ongoing events. To do this, it is necessary to continue holding educational events with the participation of juveniles with their immersion in the history of Russia and its traditions.
In addition, at the initiative of the Department, measures are being taken to create a special platform for the centralized collection of information on people who were forced to leave their places of residence, on social support measures, the introduction of a simplified procedure for establishing legal aspects, and the development of retraining programs for labor personnel.
The experience of foreign countries in creating a kind of legal filter to prevent the arrival of unqualified personnel to Russia, often consisting of persons inclined to committing offenses, was discussed. One of the measures proposed was the creation of centers for expatriates to take courses in the study of the Russian language in the countries of origin, to study the fundamentals of the legislation of the Russian Federation, national culture, and the history of our country. It was proposed to take additional measures to build the capacity of Russian centers of the "Russkiy Mir" Foundation in foreign countries, including teaching future migrants the Russian language and Russian history.
As a result of the meeting, it was decided to continue the implementation of the adopted set of measures aimed at improving the organization of work in all problem areas.
