The Chairman of the Investigative Committee of Russia met with the Prosecutor General of the Supreme People's Procuratorate of the People's Republic of China

Alexander Ivanovich Bastrykin, Chairman of the Investigative Committee of the Russian Federation, held a meeting with representatives of the competent authorities of the People's Republic of China, which included Ying Yong, Prosecutor General of the Supreme People's Procuratorate of the People's Republic of China; Zhang Hanhui, Extraordinary and Plenipotentiary Ambassador of the People's Republic of China to the Russian Federation; Zhu Yaping, Prosecutor of the People's Procuratorate of Beijing; Chen Yong, Prosecutor of the People's Procuratorate of Shanghai; Wang Xuiguan, Prosecutor of the People's Procuratorate of Shanxi Province; and other members of the delegation. The event was also attended by the First Deputy Chairman of the Investigative Committee of Russia E.V. Kaburneev; Head of the Legal Support and International Cooperation Department of the Investigative Committee O.Yu. Mikhailov; Head of the Public and Political Affairs Department, Hero of Russia S.V. Petrov; Head of the Media Relations Department S.L. Petrenko; Rector of the Moscow Academy of the Investigative Committee named after A.Ya. Sukharev A.A. Bessonov, and other agency officials.

Before the meeting, a wreath-laying ceremony was held at the Memorial Plaque for the employees of the Investigative Committee of Russia who died in the line of duty. Representatives of the foreign delegation paid tribute to the officers' sacrifices.

The participants of the meeting noted that this year marks the 75th anniversary of the establishment of diplomatic relations between Russia and China, highlighting the friendly and strategic nature of the partnership between the two countries. The heads of the agencies also exchanged information on priority areas of activity, noting the similarity of goals in the field of criminal justice.

A.I. Bastrykin emphasized the productive working relationship between the Investigative Committee of Russia and the Ministry of Public Security of the People's Republic of China, which is based on a Cooperation Agreement signed during a 2013 visit to Russia of the Chinese delegation led by the Chinese Minister of Public Security. He also highly praised the 2022 meeting with Hu Binchen, Director General of the International Cooperation Department of the Ministry of Public Security of China, during the 90th session of the Interpol General Assembly. Furthermore, the Chairman provided details on joint work within the framework of the Treaty on Legal Assistance in Civil and Criminal Matters.

The head of the Investigative Committee of Russia noted that in the past year, agency representatives participated in the 39th plenary session of the Eurasian Group on Combating Money Laundering and Financing of Terrorism, which took place in Chinese city of Sanya, and in the meeting of the Expert group of the Shanghai Cooperation Organization on International Information Security, which took place in Beijing under the chairmanship of the Russian side. Last year, at the invitation of the Chinese side, employees of the Investigative Committee of Russia took part in the Global Forum on Public Security Cooperation held in Lianyungang. A.I. Bastrykin stressed the importance of such events for strengthening regional and international stability.

The Chairman of the Investigative Committee of Russia also described the agency's system for departmental education and advanced training of personnel. He added: "Among the directions of interstate and international cooperation, joint scientific and educational initiatives deserve special attention, including those carried out through mutual participation in advanced training programs." Representatives of the Supreme People's Procuratorate of China also described aspects of personnel training for the supervisory authority, noting the importance of cooperation in this area.

During the discussion of working issues, the Chairman of the Investigative Committee of Russia suggested to the colleagues from the People's Republic of China to consider the possibility of concluding a cooperation agreement. Ying Yong, Prosecutor General of the Supreme People's Procuratorate of China, expressed readiness to initiate consultations in order to quickly formalize and sign such a joint document.

Ying Yong, Prosecutor General of the Supreme People's Procuratorate of China, highly praised the activities of the Investigative Committee of the Russian Federation. "You tackle complex tasks in combating serious and especially serious crimes and fulfill the important social function of ensuring stability and the rule of law in the country," he emphasized.

In the final part of the meeting, the Chairman of the Investigative Committee of Russia expressed gratitude to the guests for the constructive dialogue on in discussing common tasks in the field of protecting citizens' rights and freedoms from criminal encroachments. The members of the delegation, in turn, thanked A.I. Bastrykin and the agency staff for the warm welcome, hospitality, and readiness to build effective cooperation, and invited them to visit the People's Republic of China.
