In Kostroma Region, ex-police officer Alexey Nikonorov and co-chair of regional Office of RPR-Parnas in St. Petersburg Andrey Pivovarov to stand trial for illegal access to computer data and bribery

The Kostroma Region investigating bodies of the Russia’s Investigatie Committee have finished investigation against former police officer of the Russian Ministry of the Interior for Kostroma District Alexey Nikonorov charged with crimes under part 3 of article 272 (illegal access to computer data), part 1 of article 286 (solicitation of abuse of office), part 3 of article 290 of the RF Penal Code (bribery), and Andrey Pivovarov charged with crimes under part 3 of article 272 (illegal access to computer data) and part 3 of article 291 (giving a bribe to an official).

According to investigators, between 19 and 27 July 2015, Nikonorov abused his office when he several times provided Pivovarov with personal data of the residents of the region, including personal and passport details via the integrated database of the Kostroma Region Office of the Russian Ministry of the Interior meant only for internal use by getting him inside police stations in Kostroma and using logins and passwords of registered users of the website of the information center of the Kostroma Region Office of the Russian Ministry of the Interior. This was the way Pivovarov checked personal details of citizens on subscription lists meant for being submitted to the election commission of Kostroma Region in order to run in the elections. For his illegal actions the police officer got from Pivovarov a bribe of at least 50 thousand rubles. Nikonoro and Pivovarov were caught red-handed by officers of internal security of the Kostroma Region Office of the Russian Ministry of the Interior in an office of Kostroma District Police Station.

During the investigation Nikonorov was placed under house arrest and Pivovarov was let out on bail of 1 million rubles.

The investigators have enough evidence, so after the accused are served with copies of the approved indictment the criminal case will be sent to court to be tried on the merits.
