Oleg Shishov found guilty of and jailed for embezzling funds allocated to construct Maritime Aquarium

A court has recognized the evidence gathered by the Major directorate of the Investigative Committee sufficient to convict CEO of science and production enterprise NPO Mostovik Oleg Shishov. He was found guilty of a crime under part 5 of article 33, part 4 of article 160 (complicity in embezzling of entrusted property). Shishov concluded a cooperation deal and gave detailed evidence against himself and Director of Far Eastern Federal District Construction Department Andrei Poplavsky. The latter, however, did not admit his guilt.

The court and investigation have revealed that Poplavsky with complicity of Shishov and CEO of ZAO Kosandra Kosyachenko embezzled over 1 billion rubles allocated to build Maritime Aquarium in Vladivostok. The said sum was transferred to the bank account of OOO NPO Mostovik opened in the city of Omsk. Besides, Poplavsky got a commercial bribe from Kosyachenko and Shishov of over 145 million rubles for accepting the work carried out by the general contractor, pay for it and further financing of construction. Due to the fact that Shisov reported the commercial bribe of his own accord and actively helped to solve the crime, this charge has been dropped for non-rehabilitating reasons.

The court is also trying a case against Andrei Poplavsky whose term of detention has been extended to 6 more months. After Kosyachenko’s death the case against him, which was severed to form a separate law suit, has been closed for non-rehabilitating reasons.

The court has sentenced Shishov to 3 years in a minimum-security penal colony and a fine of 300,000 rubles.
