According to investigators, a land plot from federal property was allocated to "Ust-Abakan District" municipality, aimed to provide benefit-entitled citizens with land plots in the territory of Khakassia Republic.

On December 2, 2014 Ryabchevsky made an illegal decision to transfer this land plot in possession of an entrepreneur from the town of Minusinsk through a bailout. The land was sold to this man for 150 thousand rubles. These illegal actions of Ryabchevsky led to violation of rights of benefit-entitled citizens to get land plots.

Moreover, the suspect, knowing that 7 land plots of Ust-Abakan District are classified as lands of residential area and may be allocated to citizens and organizations only through an auction, since January 1 to December 31, 2014 made a deliberately illegal decision to sell the plots for decreased prices to four entrepreneurs of Khakassia Republic, causing physical damage to municipalty, exceeding 289 million rubles.

The investigation is ongoing.
