In Tver, probe launched into construction safety breach which left child burnt

The Tver Region Office of the Investigative Committee has opened an investigation in a crime under Part 1 of Article 216 of the RF Penal Code (violation of safety rules during construction which entailed the infliction of grievous bodily harm to a person by negligence).

According to investigators, on the evening 14 September 2016, an 8-year-old girl went for a walk and came back home no later than 7:30 PM wearing wet clothes stained with sand and mud. When she got home she asked for help. Doctors arrived and took her to a hospital in the city of Tver. There she was diagnosed with third-degree burns of 40-50% of skin. She immediately was put into a medically induced coma. At the moment the girl is in critical condition.

The investigators arrived to the girl’s house and examined the surrounding area. They have revealed that there is a 7 meter wide and 1.78 meter deep foundation pit located on a construction site 27 meters away from the house. There is a hot water pipe on the bottom of the pit. There is no fence around the construction site so no safety measures have been taken giving free access to the pit. It has been revealed that the construction site is being operated by OOO Verkhnevolzhskaya Grid Company.

A Zavolzhsky District heat network foreman was detained on 15 September 2016 on suspicion of the crime. He is now expecting a restraint.

The investigators are going to give legal treatment to actions of juvenile social services. The investigation is ongoing.
