In St. Petersburg, office abuse probe finished

The Saint Petersburg Office of the Investigative Committee has finished criminal proceedings against Oleg Tsaryov and Vyacheslav Ironosov charged with abuse of power under Part 1 of Article 285 and fraud under Part 3 of Article 159 of the RF Penal Code.

According to investigators, Tseryov, being a chief doctor at the clinic of the Experimental Medicine Institute, a federal state-financed scientific institution, and Ironosov, the deputy chief doctor, misused their positions and gave their subordinates an order to forge medical charts of patients who had never been treated in the clinic. Between November 2015 and January 2016, based on those forged charges, medical insurance companies received 878 bills of alleged 511 insured people who had gotten over 11 million 220 thousand rubles worth of medical services. The money later was transferred to the institute.

In addition, Ironosov, stole more than 213 thousand rubles of institute’s funds by employing his friend as a janitor, who did nothing.

The investigators have enough evidence so the criminal case has been forwarded for the indictment to be signed.
