The Novosibirsk Region Office of the Investigative Committee has initiated criminal proceedings against Vladimir Perfilyev suspected of torture under Part 2, items “a” and “d” of Article 117 of the RF Criminal Code.

5 of Perfilyev’s children died on 3 December 2017 in a fire that burned a house in the settlement of Stepnoi, Iskitim District, Novosibirsk Region. Perfilyev was charged with reckless homicide under Part 3 of Article 109 of the Criminal Code and placed in custody pending trial.

According to investigators, from January to December 2017, Perfilyev had systematically beat his 6 children causing them physical and psychological sufferings. His 6^th child, who survived the fire, because he was staying with his grandmother on the day of the fire, is now living with his relatives.

The torture case has been joined with the reckless homicide case to form a single lawsuit. The investigation continues.
