The Tver Regional Office of the Investigative Committee of the Russian Federation launched a probe into 16 residents of Moscow and Tver regions. Depending on the part they took, they are charged with building a criminal community (organization) and participation in it (Parts 1,2 of Article 210 of the Criminal Code of Russia), committing 9 murders (Paragraphs C,G,J of Part 2 of Article 105), as well as 5 episodes of swindling on a large scale committed by an organized group (Part 4 of Article 159).
The investigation found that in 2012-2016, a resident of Tver Region, in order to unlawfully enrich himself and receive permanent criminal proceeds, had formed a criminal community (criminal organization). He had found accomplices from his inner circle, distributing part in the crime among them. The leader personally had set goals and objectives for the community members; participated in action plans development, in preparation for committing serious and most serious offences, including taking a direct part in them; and also he had distributed the criminal proceeds.
The main purpose of the criminal community had been crimes against property – swindling by expropriation of property in order to seize the property of another and to gain proceeds from following fraudulent alienation. Generally, the target for the criminal community had been single asocial citizens, who had owned apartments in Moscow. The community had acted with extreme atrocity and cynicism. After fraudulent alienation of the property, they had been killing lonely Moscow residents by drowning, burying them alive, shooting, and then carefully had hidden the traces of offences.
With the conspiracy, hierarchy, cohesion and strict discipline, the members of the community had been operating in the territory of Moscow and Tver regions from 2013 to 2018. The activities of the organized criminal community had been thwarted on March 22, 2018. The investigators and forensic experts of the Investigations Directorate of the Investigative Committee of the Russian Federation in Tver Region with operational support from the officers of Main Directorate for Criminal Investigation of the Russian Ministry of Internal Affairs and the regional Ministry of Internal Affairs officers actively participated in the solving of a series of murders and swindling.
The investigation found that 5 apartments, costing from 4 to 7 million roubles, were fraudulently alienated. The total amount of the stolen property is about 28 million roubles.
The members of the organized criminal community were detained, preventive measure were elected for them, some were taken in custody. The criminal investigation is ongoing.
