The Krasnodar Territorial Investigative Department of the Investigative Committee of Russia finished investigation of a probe into a 30-year-old resident of Kuschevsky district and former road safety inspector of  Interdistrict Department of the State Road Traffic Safety Inspectorate (over Pavlovsky, Kuschevsky and Krylovsky districts) of the Krasnodar Territorial Main Department of Interior Ministry of Russia. Depending on the role of each they have been charged with legalisation of property by an organized group on especially large scale (Paragraphs A, B of Part 4 of Article 174 of the Criminal Code of Russia), seven episodes of abuse of authority (Part 1 of Article 286 of the Criminal Code of Russia), swindling committed by an organized group on an especially large scale (Part 4 of Article 159 of the Criminal Code of Russia) and two episodes of bribery for illegal actions (Part 3 of Article 290 of the Criminal Code of Russia).

According to investigation, between May 23, 2017 and June 1, 2018, in order to legalise property acquired in an illegal way on an especially large scale by other persons, the 30-year-old accused organized a criminal group involving a police officer and other unidentified persons (a probe into which is being processed separately). The group had had a clear hierarchical structure with distribution of functions, as well as a common material and funding base. The organizer of the criminal group was responsible for search for trustees that could act as owners of the stolen - acquired in an illegal way - vehicles. According to distributed functions, the police officer was assigned to register expensive cars, stolen by other persons, in the Interdistrict Department of the State Road Traffic Safety Inspectorate. Subsequently, state register plates and registration documents were issued for those vehicles. As a result of illegal activities the organized group legalized seven vehicles stolen by other persons, total value of which accounted for over 8 million rubles.

Apart from that, from May to July 2018 the officer of the Interdistrict Department of the State Road Traffic Safety Inspectorate received bribes of 40 000 rubles for registering cars and issuing inspection certificates for them in their absence.

Along with that, the 30-year-old resident of Kuschevsky district, possessing a Nissan Murano car and being aware about modification of its identification number, accompanied by an unidentified person (probe into which is being processed separately) offered his acquaintance, unaware of his criminal intentions, to act as an owner of the car at its selling. On September 2, 2017 the said vehicle was fraudulently sold to a visitor from Khanty-Mansi autonomous district - Yugra. Damage of 1.3 million rubles was inflicted to the victim by actions of the perpetrators.

The investigative support of the probe was carried out by officers of the Krasnodar Territorial Department of the Federal Security Service.

30 examinations including handwriting and phonoscopic, have been carried out within the framework of the investigation. The vehicles acquired in an illegal way have been arrested.

The quantity of materials collected on the said persons exceeded 20 volumes.

The investigation gathered enough evidence; therefore, the criminal case with the approved indictment has been sent to the court to be tried on the merits.
