Alexander Bastrykin holds a video-conference reception of citizens

The Chairman of the Investigative Committee of Russia held a video-conference reception of citizens. It was attended by Deputy Chairman of the Investigative Committee, heads of Central Office divisions, as well as heads and employees of regional investigative departments processing criminal inquiries and probe materials that drew the attention of the Chairman.

During the reception Alexander Bastrykin listened to citizens from Bryansk, Moscow and Omsk Regions.

The applicant from the Omsk Region is a person from among orphans and children left without parental care. She is bringing up a 9-month-old child by herself. Despite court ruling, for almost two years she couldn't receive an apartment provided for by law. The Omsk Regional Investigative Department of the Investigative Committee launched a probe into negligence of authorities. At present the housing issue of the applicant is being solved, she will be provided with an apartment, quality of which she will examine today together with the Investigative Committee officers. However, Alexander Bastrykin criticised the subordinates for red-tapery at investigation of this probe and requested an official assessment into involved officers. The Head of the Investigative Committee of Russia reminded that the situation with housing for orphans remains tense: 6,306 people are in the queue for housing, of which more than 1,500 young people have court decisions on the provision of housing that have entered into legal force. In 2020, the regional property ministry failed to spend 122 million rubles allocated from the federal and regional budgets for the purchase of residential premises for orphans and persons of equal status.

"We have to address every single complaint from victims. If you receive a report, you have to react, to establish the officials that do not obey court orders. The victim doesn't have to suffer because of our irresponsibility. Examine the suggested apartment carefully to protect the orphan from being defrauded. We've seen a lot of episodes when children are provided with apartments without basic amenities. I request to promptly finish investigation of the probe and identify persons who hadn't obeyed the court ruling for two years, forcing the young girl to rent an apartment", Alexander Bastrykin noted.

A married couple from Moscow Region is unhappy with the progress of investigation of a probe into infliction of severe health damage to their minor son. The 2-year-boy was receiving dentist treatment in a private clinic. After the introduction of drug anesthesia, the child's condition deteriorated sharply, he fell into a coma and is still in serious condition. Parents are fighting with all their might for the life of their son. The forensic medical examination showed the existence of a causal relationship between the actions of doctors and the grave consequences for the child's health. According to the applicants, the private clinic wasn't equipped for treatment of 2-year-old children. They also asked to check how legally the given medical institution received a license. Alexander Bastrykin listed a number of grievances about the work of his subordinates, in particular, about the work of investigator Mark Krokin, who has already been dismissed from the Investigative Committee. In addition, the head of the Investigative Committee of Russia was dissatisfied with the fact that the victims were not explained their right to file a civil claim within the framework of criminal proceedings to recover the inflicted damage. Alexander Bastrykin arranged an official assessment into investigation of probes of this category by the Moscow Regional Main Investigative Department of the Investigative Committee of Russia. The head of the regional investigative department Sergey Popkov who led the investigation of the said probe was subject to official assessment. The further investigation will be supervised by the Central Office of the Investigative Committee.

A mother and daughter from Bryansk Region complained about red-tapery and rudeness of officers of the Moscow Interregional Transport Investigative Department of the Investigative Committee of Russia at investigation of a probe into death of the head of their family in July 2019 due to injuries received at railways of Bryansk-Orlovsky station. The wife and daughter of the deceased noted that a criminal case had not been initiated for a long time, the investigator Roman Varenik and his chief Valentin Narykov failed to establish all circumstances of the incident. The victims also complained that the Investigative Committee officers blamed the deceased man for the incident saying that he allegedly was drunk. An assessment requested by the acting head of the Moscow Interregional Transport Investigative Department of the Investigative Committee of Russia Vitaly Saksin showed that the arguments of the applicants were valid, including the ones about unworthy behavior and rudeness at communication with victims on behalf of the Committee officers, therefore Varenik and Narykov were dismissed from the bodies of the Investigative Committee of Russia. A probe was launched under Part 2 of Article 263 of the Criminal Code of Russia (violation of traffic safety rules and the operation of railway, air, sea and inland water transport and the subway), the trainer was brought in as the accused. Apart from that, probes were launched into abandonment to danger and negligence. Alexander Bastrykin demanded to refer them to court as soon as possible and put the progress of investigation under supervision by the Central Office. "Investigation of this incident must become a showcase. A person died and his relatives are told that it was his fault. This is unacceptable. Railroad is a high risk zone, and such incidents shall not be repeated. Our task is not only to objectively investigate, but also to restore the good name of the deceased, because in this particular case they unjustly tried to shift all the blame to him”, Alexander Bastrykin said and instructed to appoint an official assessment of the actions of the officers involved in the investigation. In her turn, the daughter of the deceased thanked the head of the Investigative Committee of Russia for his principal position and noted that the objective investigation will help to protect her father's honor and reputation.

Following the reception, the Chairman of the Investigative Committee of Russia gave a number of specific instructions over the said probes.
