The Investigative Committee of Russia continues observing the situation related to safety of use of electric scooters. According to statistics of the Russian Ministry of Internal Affairs, during 2 years in Russia such accidents killed 10 persons. In addition, numerous cases of injury to citizens have been recorded, both of those using electric scooters and bystanders in pedestrian zones where citizens move freely on scooters. This negative trend intensifies during the warmer months, especially in large cities.
Taking this into account, the Investigative Committee of Russia calls on the Ministry of Transport and the Ministry of Internal Affairs of Russia to accelerate the development of measures aimed at regulating the use of these means of individual mobility. Currently, the Investigative Committee of Russia is also preparing proposals to eliminate gaps in the current legislation.
At the same time, we believe it is necessary to assess the problem comprehensively, paying attention also to the actions of companies that provide electric scooters for rent. Such work is already being actively carried out in some constituent entities, in particular, only in St. Petersburg 8 incidents were recorded, probes into 6 of which have been launched and are currently under investigation. Measures are being taken for preventive purposes. Thus, in St. Petersburg, the authorities have been informed about the need to respond, a working group has been created to address issues of introducing city rules for the rent of electric scooters and establish zones where their use is prohibited.
The Investigative Committee once again reminds that electric scooters are a source of increased danger.
