Alexander Bastrykin held a personal reception of victims of rendering unsafe services by a Moscow clinic and over a housing issue of an orphan

The Chairman of the Investigative Committee of Russia held a video-conference reception of citizens. It was attended by heads of Central Office divisions, as well as heads and employees of regional investigative departments processing criminal inquiries and probe materials that drew the attention of the Chairman.

The reception of the Chairman of the Investigative Committee of Russia was applied for by citizens whose relatives, in their opinion, died as a result of rendering of unsafe services by Medicina 24/7 LLC. 

Alexander Bastrykin carefully listened to the people that reported about a fraudulent scheme organized in the clinic, about extortion of money and about facts of forcible retention of their relatives in this medical institution. At present this information is being checked in terms of the probe initially launched by the Moscow Main Investigative Department of the Investigative Committee of Russia under Paragraph C of Part 2 of Article 238 of the Criminal Code of Russia (rendering of services that do not meet safety requirements) and then transferred to the Central Office of the Committee upon instruction of the Committee Chairman. Operation of the clinic was suspended under a court ruling. Alexander Bastrykin listened to the report of his subordinates and criticized the work of the Moscow colleagues that initiated the investigation. Thus, the head of the Committee had doubts about the results of forensic medical examinations, which were appointed in Moscow expert institutions. Alexander Bastrykin urged to observe the principle of independence of the medical institution that conducts the examination. Apart from that, the head of the Investigative Committee of Russia noted red-tapery at investigation of the probe. All officers of the Moscow Main Investigative Department of the Investigative Committee of Russia, involved in the investigation, are to be subject to official assessment and suspended from official duties for the time of the assessments. Alexander Bastrykin ensured the victims that the Committee will take all possible measures for objective investigation of the situation in the private medical institution, and, if there are grounds, the actions of the clinic's employees will be additionally qualified according to the relevant articles of the Criminal Code of the Russian Federation, and the perpetrators will be brought to responsibility established by law.

During the reception the Chairman of the Investigative Committee of Russia also listened to a resident of Altai territory from among orphan children and children left without parental care. In 2018 the court ruled to provide an apartment for the applicant, however, it still has not been fulfilled. The Altai Territorial Investigative Department of the Investigative Committee of Russia launched a probe into negligence (Part 1 of Article 293 of the Criminal Code of Russia) and failure to comply with a court decision (Part 2 of Article 315 of the Criminal Code of Russia), report on investigation of which was heard by the head of the Committee during the reception. Alexander Bastrykin demanded to resolve the housing issue of the applicant in the shortest time possible. At present the girl has been offered a housing certificate, but its amount is not enough to buy an apartment in Barnaul. At the same time, in 2020 in the Altai Territory 1 billion 211 million rubles of budgetary funds were allocated to address the housing issue of orphans, and only 32 percent of it was spent. The main problem of non-mastering is the lack of applications for electronic auctions, the inconsistency of the premises with the technical requirements, the absence of residential premises of the corresponding living space on the real estate market of the region. The Chairman of the Investigative Committee of Russia requested the direction of the Altai Territorial Investigative Department of the Investigative Committee of Russia to operationally deliver a report on probes launched into this subject. He also added that the orphans should not suffer from bureaucratic delays.

In conclusion of the reception Alexander Bastrykin gave a number of instructions over the said probes.
