In the Republic of Karelia, investigation of a probe into infliction of severe health damage to a minor girl as a result of a hit by an electric scooter completed

The Karelia Republican Investigative Department of the Investigative Committee of Russia completed the investigation of a criminal case against a 23-year-old man accused of committing a crime under Part 1 of Art. 264 of the Criminal Code of Russia (violation by the person driving another power-driven vehicle of the rules of the road and the operation of vehicles, resulting in the infliction of grievous bodily harm by negligence).

According to the investigation, in May 2021, the accused, who has a driver's license for the right to drive vehicles, arranged for his 9-year-old sister to ride an electric scooter belonging to him. Behind his sister's back and independently driving an electric scooter, the accused, moving along the sidewalk in the city of Petrozavodsk, hit a 5-year-old child, as a result of which the victim received bodily injuries qualifying as grievous bodily harm.

In the course of the investigation of the criminal case, the investigator carried out the entire range of investigative actions: the participants in the event, witnesses were interrogated, the video surveillance record was examined, and expert examinations were carried out. According to the results of the forensic complex auto-technical examination, the investigated electric scooter, according to its technical characteristics, was recognized as a two-wheeled mechanical vehicle with an electric motor, which identifies it as a moped. The expert's conclusions are the basis for the accusation, in this regard, the actions of the accused are qualified as a violation by the driver of the vehicle of the rules of the road and the operation of vehicles with the onset of socially dangerous consequences in the form of severe health damage. The accused fully admitted his guilt and repented. 

At present the investigation has collected enough evidence. The criminal case with the approved indictment has been sent to the court to be tried on the merits. The punishment for this crime is imprisonment up to two years.
