The evidence gathered by the investigative authorities of the Leningrad Regional Investigative Department of the Investigative Committee of Russia was found by the court to be sufficient to convict Oleg Mikheev, the former director of the Federal Cadastral Chamber of the Federal Service for State Registration, Cadastre and Cartography in the Leningrad Region, and his deputy, Sergei Khramov. Depending on their roles, the court found them guilty of committing offences under Part 2 of Article 290 (bribe-taking on a significant scale), Paragraph C of Part 5 of Article 290 (bribe-taking on a large scale), and Part 6 of Article 290 of the Criminal Code (bribe-taking on an especially large scale).
The investigation and the court established that the defendants repeatedly received real estate as bribes from local residents between 2014 and 2016. The real estate was registered to front men, including relatives of the defendants. In addition, the businessmen, at the direction of the perpetrators, paid for them and their family members to travel abroad as tourists.
More than 75 million roubles of the defendants' money have been seized, and the property of the defendants and a properties that they had registered in the name of their relatives, have been seized as part of the criminal case.
The court sentenced the former director of the Federal Cadastral Chamber branch office to 13 years imprisonment in a strict regime correctional colony with a fine of 50 million 300 thousand roubles and disqualification from holding public service positions for 8 years.
The former deputy director of the organisation was sentenced to 10 years imprisonment in a strict regime penal colony with a fine of 25 million 500 thousand roubles and disqualification from holding public office for 10 years.
They had previously been found guilty of an offence under Part 4 of Article 159 of the Criminal Code (fraud committed by a group of persons by prior conspiracy, on an especially large scale). Mikheev was sentenced to 2 years imprisonment with a fine, and Khramov to 7.5 years with a fine.
