A participant in the armed attack on Budyonnovsk in 1995 has been detained

The Main Investigative Directorate of the Investigative Committee of the Russian Federation for the North Caucasian Federal District, during the investigation of a criminal case launched in connection with the attack by a stable armed group (gang) under the overall leadership of Shamil Basayev on the organizations and residents of the city of Budyonnovsk in the Stavropol Krai, has obtained evidence implicating a resident of Moscow, Khamzat Zoev, in committing these crimes.

He is charged with committing crimes under Part 3 of Article 205 of the Criminal Code of the Russian Federation (terrorist act), Part 2 of Article 209 of the Criminal Code of the Russian Federation (banditry), Part 2 of Article 126.1 of the Criminal Code of the RSFSR (hostage-taking), and Article 102 of the Criminal Code of the RSFSR (murder).

It has been established that in the first half of June in 1995, a native of the Chechen Republic, Zoev, voluntarily joined the gang led by Shamil Basayev and took an active part in committing especially serious crimes. Thus, on June 14, 1995, acting as part of Basayev's stable armed group, Zoev, along with other militants armed with automatic weapons, grenades, and explosive devices, with a total number of at least 160 people, carried out an attack on organizations and citizens of the city of Budyonnovsk in the Stavropol Krai. As a result of the armed attack by the gang, 129 people were killed, 317 people sustained bodily injuries of varying degrees, and 1,586 people were taken hostage. In addition, 198 vehicles were destroyed or damaged, the Children's Creativity Center, the central district hospital building, the police department, the city administration building, and 107 private homes were damaged by fire. Significant property damage amounting to more than 95 million non-denominated rubles has been caused to the owners.

With the assistance of officers of the Ministry of Internal Affairs of Russia and the FSB of Russia, Zoev has been detained. Due to the particular gravity of the crimes he committed, the court has chosen a pre-trial detention measure against the suspect. Currently, urgent investigative and other procedural actions are being carried out with the participation of this individual, aimed at establishing his role and actions taken within the stable armed group.

Implementing the principle of the inevitability of punishment, investigators, with the operational support of officers of the Ministry of Internal Affairs of Russia and the FSB of Russia, continue the process of identifying participants in the attack who are evading law enforcement agencies.
