In Bryansk, the investigation of the murder of an internal affairs officer, committed more than 20 years ago, has been completed

The investigative bodies of the Investigative Committee of the Russian Federation for the Bryansk region have completed the investigation of a criminal case against a 50-year-old resident of Lipetsk, accused of committing crimes under clause "zh" of Part 2 of Article 105, Part 1 of Article 222, Part 3 of Article 30 – clauses "a", "i" of Part 2 of Article 105 of the Criminal Code of the RF (murder committed by a group of persons by prior conspiracy; illegal acquisition, storage, transportation, and carrying of weapons and ammunition; attempted murder of two or more persons out of hooligan motives), as well as a resident of Bryansk born in 1973, who died in 2003, in committing a crime under Part 3 of Article 33, clause "zh" of Part 2 of Article 105 of the Criminal Code of the RF (organization of a murder committed by a group of persons by prior conspiracy).

It became possible to solve the committed crimes thanks to the coordinated interdepartmental interaction of investigators and forensic investigators of the Investigation Department of the Investigative Committee of Russia for the Bryansk region, employees of the Main Directorate of Forensic Science (Forensic Center of the Investigative Committee of Russia), and operational officers of the Main Directorate of Criminal Investigation of the Ministry of Internal Affairs of Russia.

Twenty years later, investigators were able to obtain a number of pieces of evidence of the accused’s involvement in organizing and executing the murder of a law enforcement officer, which have been confirmed by other evidence in the case.

A series of investigative and procedural actions were carried out to verify the alibi of the persons involved in the high-profile crime, which were not confirmed.

According to the investigation, on the evening of November 13, 2001, a resident of Lipetsk, acting as the bodyguard of one of the representatives of the criminal community of Bryansk, acting on his instructions, tracked down Deputy Chief of the Bezhitsky District Police Department of Bryansk, Police Lieutenant Colonel Valery Khokhlov, with whom the person he was guarding had previously developed hostile relations.

Being positioned near the police officer's home on Bogdan Khmelnitsky Street in the Fokinsky district of Bryansk, the perpetrator made several targeted shots to the head of the victim with a 9mm firearm, of which the victim died at the scene.

In addition, on the evening of May 17, 2015, the accused resident of Lipetsk, while on the street near house No. 1 "v" on Friedrich Engels Street in Lipetsk, using a previous incident where he was splashed with water by a passing car as a minor pretext for murdering the driver of this vehicle, made two targeted shots at him with a barrel-less MMR "Shershen" revolver aiming at the vital organs’ area of the victim.

As a result, the victim sustained bodily injuries. However, the criminal intent aimed at murder was not completed as the victim managed to escape from the attacker and sought timely medical assistance.

The investigation of the crimes has been completed, and the materials of the criminal case, with the prosecutor-approved indictment, have been sent to court for review.

The resident of Lipetsk is currently in custody.
