In Tver head of regional traffic police department suspected of powers abuse

The investigative bodies of the Investigative Committee for Tver region have opened a criminal case against head of Tver regional traffic police department Valery Kucheryavykh. He is suspected of a crime under part 1 of article 285 of the Russian Criminal Code (abuse of official powers).

According to the versions by the investigators, since January 2011 Kucheryavykh has demanded his subordinates every day to compile and submit to representatives of OOO VOSK-AVTO (Ltd.), the director and the sole founder of which was his wife, reports on detention of vehicles for traffic administrative offences. In accordance with the number of the reports the Tver region budget provided subsidies for a pound owned by OOO VOSK-AVTO. On this demand the staff of regional traffic police department during 2011-2012 compiled reports on traffic administrative offences without any legal grounds for that. Thus, the budget of the Tver region has suffered a damage of more than 5 million rubles.

At the moment investigation and search operations are being carried out to establish all circumstances of the crime and to collect all necessary evidence. Investigation is to be continued.
