In Chuvashia former Head of Administration of Shumerlya town suspected of grand-scale swindling and exceeding official powers

The Chuvash Republic investigating bodies of the Russia’s Investigative Committee have launched criminal proceedings against former Head of Administration of the town of Shumerlya suspected of crimes under part 4 of article 159 (swindling committed on a grand scale) and part 2 of article 285 of the RF Criminal Code (exceeding official powers committed by head of a local self-government body).

According to investigators, OAO Chuvash Power Marketing Company (OJSC) since 2007 under an agreement supply electric power to municipal unitary enterprise Shumerlya City Network Systems. By 2008, under the said agreement the municipal enterprise had a credit debt of over 9 million 800 thousand rubles in the power supplying company. On 25 December 2008, the accused with the purpose of showing himself in a favorable light in front of the population, knowing that the said municipal enterprise had no real chance of paying the debt, convinced the deputies of Shumerlya Deputies’ Assembly, motivating it by the threat of power supply shutdown, to make a decision on giving to OAO Chuvash Power Marketing Company as a security the network systems objects – nine transformer stations, which were municipal property of Shumerli and in gratuitous use by municipal unitary enterprise Shumerlya City Network Systems. On 20 April 2009, on the basis of the said decision the official illegally concluded on behalf of Shumerlya city administration a correspondent agreement with the power supply company (in May 2012 it was recognized invalid). On 28 February 2011, under the Chuvash Republic arbitrage decision due to failure to execute its obligations to pay for supplied electric power OAO Chuvash Power Marketing Company enforced a security recovery concerning mortgaged property worth more than 10 million 900 thousand rubles.

At present investigating operations are underway to establish all circumstances of the incident. Investigation is to be continued.
