In Krasnodar criminal case initiated against a policeman who exceeded official powers

Investigating bodies of the South Transport Investigations Directorate of the Russia’s Investigative Committee have initiated a criminal case against a policeman of a police patrol service of Krasnodar Railway Department of Russian Ministry of Internal Affairs. He is suspected of a crime under paragraph “b” of part 3 of article 286 of the RF Criminal Code (Commission by an official of actions which transcend the limits of his powers and which involve a substantial violation of the rights and lawful interests of individuals or organizations, or the legally-protected interests of society and the State with the use of arms or special means).

According to investigators, on 19 August 2012, around 11 p.m. during his service on maintaining public order at the railway station Krasnodar-2, the policeman found near ticket office a man, resident of Ulyanovsk Region, who pressing a window glass fragment to his stomach was trying to injure himself. From a safe distance the policeman ordered the man to stop injuring himself. However the man continued to press the glass against his stomach. After that the policeman without any legal grounds used his firearms, shooting the man three times in the legs. Two shots caused the man grave injuries of femoral bone open fracture.

At present investigating operations are underway to establish all circumstances of the crime. Investigation is to be continued.
