Court has recognized evidence collected by Moscow Main Investigation Directorate of Russia’s Investigative Committee as sufficient to convict former head of Moscontrol Alexander Ryabinin and a businessman, who was an authorized delegate of the official, Vadim Kozlov. They were found guilty of a crime under part 4 of article 159 of RF Criminal Code (swindling).
According to investigators, Ryabinin demanded from a businessman a building on Bakhrushina street as a bribe for reconciliation draft resolution of Moscow government on implementation of investment contract on the construction of a housing complex in Levoberezhny district. The experts evaluated the cost of the building as 45 million rubles. The fictitious agreement on investments in construction of this building was signed by the official’s former wife. Later fictitious sales contract was signed by Ryabinin’s daughter. The sum of the contract amounted to 5 million rubles. But in fact this money was not paid to the businessman either. The negotiations were carried on by Ryabinin’s authorized delegate Vadim Kozlov on his behalf. Later the accused demanded form the businessman 30 million rubles more. However, as it has been found by investigators, Ryabinin and his accomplice were deceiving the injured party, as at that moment the Moscow government had already decided not to prolong the investment contract.
Federal Security Service was supporting the investigation.
The court has sentenced Ryabinin to 3 years of probation and a fine of 1 million rubles. Kozlov was sentenced to 2 years of probation.
