Four mend including former head of Department for Organized Crime Control in Saint-Petersburg and Leningrad Region found guilty of attempted fraud

Court has found the evidence collected by main Investigations Directorate of the Russia’s Investigative Committee sufficient to convict Vladimir Sych, Yegor Lisitsin, Alexander Rozhkov and Igor Lukonenko. Depending on the role of each one they were found guilty of crimes under part 3 of article 30, part 4 of article 159 of the RF Criminal Code (attempted swindling) and part 1 of article 286 (exceeding official powers).

Court and investigators have found that in the period between July 2005 and October 2006, Sych, Lisitsin, Rozhkov and Lukonenko used forged documents to steal 100% shares in an authorized capital of OOO Frunzensky fruit and vegetable enterprise (LLC). As a result they got the right on the real assets – premises located in Number 95, Sofiyskaya Street, Saint-Petersburg worth no less than 513 million rubles. By this they inflicted especially serious damage to founders of the enterprise Semyon Shubik and a number of other people.

Sych at that time was deputy head of department – head of 2nd office of the Department for Organized Crime Control under the Mina Directorate of Internal Affairs in Saint-Petersburg and Leningrad Region, from 10 to 15 October 2005, with the help of his subordinates under a false pretense of necessary handwriting expert examination by deceit got samples of signatures and handwriting of CEO of OOO Frunzensky fruit and vegetable enterprise Shubik. Later the members of the organized criminal group used those samples to forge the documents.

In addition, Sych in order to help his accomplices to avoid criminal responsibility organized contacts and led negotiations with representatives of competing criminal groups and law enforcement officers, who were investigating the case over illegal takeover of the enterprise, building in them a false opinion on the circumstances of the crime and negative feelings toward the victims.

The court sentenced Sych, Rozhkov and Lukonenko to 5 years in prison suspended and a fine of 700 thousand rubles each. Lisitsin was sentenced to 4.5 years in prison suspended and a fine of 300 thousan rubles.
