Head of department for motorways and traffic affairs in Voronezh Region charged with attempted fraud

Investigations Directorate of the Russia’s Investigative Committee in Central Federal District has charged Alexander Trubnikov, head of department for motorways and traffic affairs in Voronezh Region with a crime under part 3 of article 30, part 4 of article 159 of the RF Criminal Code (attempted swindling on an especially large scale).

According to investigators, Trubnikov, assisted CEO of OAO Voronezhavtodor (OJSC) in concluding contracts on maintenance and repairs of motorways. For that he got from him 5% from the sums of the contracts. Trubnikov, however, did not have any powers to perform such assistance. The accused in his office three times received the money from the CEO: on 14 May 2013 – 1 million rubles, on 16 May – 400 thousand rubles, and 29 May – 1 million 250 thousand rubles. Trubnikov was held, when he was receiving the last portion, which was controlled by law-enforcement agents.

This way the region basically lost all the money which the CEO paid to Trubnikov as a kickback, as it was spent not on maintenance or repairs of motorways, but went to the official’s pocket.

Investigators have already searched flats of Trubnikov’s wife and relatives in Voronezh and Lipetsk Regions. They found and seized from the flat of the rank-and-file regional official more than 140 million rubles, while the declared income is a little more than 2 million ruble a year. At the moment the investigators are looking into the origin of the money. In addition they are checking Trubnikov’s involvement in other similar crimes during all his office since 2009.
