Yaroslavl mayor and three subordinates suspected of attempted bribery

Yaroslavl Region investigating bodies of the Russia’s Investigative Committee have launched a criminal investigation against Yaroslavl mayor Yevgeny Urlashov, deputy mayor Dmitry Donskov, head of agency for municipal orders Maxim Poykalaynen, advisor to mayor Alexey Lopatin suspected of a crime under part 3 of article 30, part 6 of article 290 of the RF Criminal Code (attempted bribe-taking by a group of people under a preliminary conspiracy with extortion and on an especially large scale). A criminal case was also opened against a 34-year-old man from Yaroslavl Region suspected of attempted intermediary in bribery (part 3 of article 30, part 4 of article 291.1).

According to investigators, the Yaroslavl mayor and his subordinates in the period between December 2012 and 2 July 2013 extorted from CEO of commercial society a bribe of 14 million rubles from a sum transferred to the society for the work done. In case the bribe was not paid, the suspects several times threatened to not pay for the work under the next contract. 14 million rubles for a bribe was given to an intermediary, who brought the money to the place stipulated beforehand to pass it to the suspects.

At present investigating operations are underway to find all the circumstances of the crime. Investigators are deciding on the restraint. Investigation is ongoing.
