Yaroslavl mayor and his accomplices indicted

Yaroslavl Region investigating bodies of the Russia’s Investigative Committee have today charged Yaroslavl mayor Yevgeny Urlashov, deputy mayor Dmitry Donskov, head of agency for municipal orders Maxim Poykalaynen, advisor to mayor Alexey Lopatin with a crime under part 3 of article 30, part 6 of article 290 of the RF Criminal Code (attempted bribe-taking by a group of people under a preliminary conspiracy with extortion and on an especially large scale) and Andrey Zakharov – with part 3 of article 30, part 4 of article 291.1 (attempted mediation in bribery).

We remind that the Yaroslavl mayor and his subordinates in the period between December 2012 and 2 July 2013 extorted from CEO of commercial society a bribe of 14 million rubles from a sum transferred to the society for the work done. In case the bribe was not paid, the suspects several times threatened to not pay for the work under the next contract. 14 million rubles for a bribe was given to an intermediary, who brought the money to the place stipulated beforehand to pass it to the suspects.

Investigators have initiated arrest of all five of the accused. The investigation is actively continued, including searches during which the investigators have already seized 35 million rubles, which presumably belong to Urlashov. As we have suspected this is not the sole crime of the Yaroslavl mayor. Investigators are checking the information that Urlashov received the first tranche of the multi-million bribe. Investigators have materials that show that the bribe was received by Urlashov from hand to hand. And presumably tomorrow a procedural decision will be made on this check. moreover, after our call to the citizens to report the facts of extortion by any of the subjects of this investigation, we have got first reports. Investigators are going to check carefully all the reports and it is possible that the number of charges in this case might grow.
